Mountain freeze-thaw is a different problem
Paving in Cumberland is not the same job as paving on the coast, and anyone quoting it the same way has not worked up here. Allegany County gets more freeze-thaw cycles and gets them earlier, and the grades are steeper, so water moves across a surface instead of sitting on it. That combination finds any weak seam and opens it.
What matters on a mountain drive is drainage and compaction, in that order. Get the fall right and the water never gets a chance to sit and freeze in the base. Get it wrong and no amount of surface quality saves it past a couple of winters.
We work late into the season here when the weather allows, and we will tell you plainly when it is too late in the year to lay asphalt properly rather than take the job and risk it.
